Who Must Comply?
Ontario and Toronto have separate energy and water reporting requirements. Buildings may be subject to one or both, depending on their location, size and property type.
Ontario EWRB: O. Reg. 506/18
Ontario’s Energy and Water Reporting and Benchmarking program applies to eligible commercial, multi-residential, institutional and certain industrial buildings with a gross floor area ≥ 4,645 sq. m. / 50,000 sq. ft.
Reporting Deadline: July 1 annually to the Province of Ontario
Toronto: Municipal Code Chapter 367
Toronto’s energy and water reporting requirement applies to qualifying buildings within the City with a gross floor area ≥ 929 sq. m. / 10,000 sq. ft., , starting in 2027.
Reporting Deadline: July 2 annually to the City of Toronto.
Buildings subject to both requirements must submit separately to the Province and the City. Reporting to one does not satisfy the other.
EWRB Data Verification for Large Buildings
Buildings with 100,000 sq. ft. or more of gross floor area are subject to additional verification requirements.
For Ontario EWRB reporting, the required information must be verified by a qualified professional before submission in the first year the verification requirement applies and every five years thereafter.
The verification process reviews the information reported for the property, including energy and water data and relevant building characteristics, to confirm that the reported information is appropriate and reasonable for the building.
